Millenia Library Chula Vista Opening: Timeline and Updates

The glass building at 1775 Millenia Avenue is in use, but not by the public yet. The Union-Tribune reported in September that San Diego State University's nursing program and Sweetwater Union High School District's Launch Virtual Academy have both moved in and are underway. The 60,000-square-foot public library that gives the building its name is still unfinished. A City staff report from July 28, 2026 now puts completion of the library interior in November 2026.

That timing changes your fall more than any single opening on the calendar. In May, the San Diego Union-Tribune said the library was set to open "this summer." That forecast is out of date. The City now gives November as a target for finishing construction, with no public opening day announced. Until that day comes, eastern Chula Vista's library rooms are still at Otay Ranch Town Center.

Who Got the Keys First

The order in which tenants moved in explains the delay. Here is how the building filled up:

  1. December 2022. City Council approves $96.4 million for a 168,000-square-foot office and library complex built with Chesnut Properties. At the time, SDSU was slated to take 50,000 square feet for film, screenwriting, animation and interactive media classes.
  2. January 2023. SDSU tells the City the layout can't support production work. The paper cited low ceilings, support columns and no loading dock.
  3. December 2024. Council approves a nonbinding letter of intent with the Chula Vista Entertainment Company for the third and fourth floors. The same night, it approves an agreement with SDSU for a nursing program.
  4. March 2026. Tenant improvement construction begins, and the school tenants go first.
  5. April and May 2026. Council approves SDSU's 10-year lease in April and Sweetwater's 15-year lease in May.
  6. July and August 2026. The academic-year start dates for Sweetwater and SDSU that set the construction order.
  7. November 2026. Current target for finishing the City library's interior.

The City's own report gives the reason in plain terms:

"Construction of tenant improvement spaces began in March 2026 with priority given to SUHSD and SDSU to accommodate the start of their academic years in July and August, respectively. This schedule adjustment delayed the construction of library TIs which are now scheduled to be completed in November 2026."

Why the Public Floors Went Last

Schools start on fixed dates. A semester that begins in August can't slide to December, and a library opening can. The City laid out that choice in a staff report on a routine contract amendment for its construction manager, I-GSD Management. Staff recommended extending the firm's agreement through September 30, 2027.

The two school tenants take up a small share of the building. SDSU leases about 6,505 square feet indoors plus a 718-square-foot patio for its School of Nursing and Global Campus. The accelerated nursing program pairs online instruction with in-person labs. Sweetwater signed for about 8,687 square feet for Launch Virtual Academy, which serves grades 7 through 12.

The floors above them are still empty. On September 15, the Union-Tribune photographed the City's economic development director, David Graham, standing on the vacant third floor. The City describes the third and fourth floors as a "warm shell" that can't be occupied without significant tenant improvements. The proposed studio tenant, CVEC, has no lease, no construction rights and no legal claim to the space, according to City Manager Tiffany Allen and Graham. Allen expects staff to bring due diligence findings to the City Council by the end of the year. Those floors are a separate decision from the library, and they won't hold up the public rooms on the lower levels.

What Levels 1 and 2 Are Supposed to Hold

City documents put the public library on the building's first two levels. When the City first announced the library's features in 2024, it listed:

  • Library collections
  • Community and meeting spaces
  • A gallery
  • A passport office
  • A small-business incubator

There will also be a 6,000-square-foot café space on the first floor. The City's request for proposals set minimum café hours of 9 a.m. to 5 p.m. daily. No operator has been named. The July staff report still lists "support related to the café tenant" as work in progress.

Parking will look different from the original plan. The City dropped the parking structure and switched to surface parking. The public records don't give a space count yet.

Until Then, the Library Lives at the Mall

All of this means your library card still takes you to Birch Road. The Otay Ranch Branch is at 2015 Birch Road, Suite 1103, inside Otay Ranch Town Center. It's open 11 a.m. to 7 p.m. Monday through Saturday and noon to 6 p.m. Sunday. The City has said these temporary Town Center facilities will move into the Millenia building once it's complete. It hasn't announced a closure or move date, and the branch's October calendar is full.

This October, the branch and the mall share most of the public calendar on the east side. Millenia's own big neighborhood event is outdoors, a few blocks from the unfinished library.

Date Event Where
Every Tuesday, 4–8 p.m. Farmers market with produce, prepared food and pantry staples Main Street, Otay Ranch Town Center
Saturday, Oct. 17, 4–7 p.m. Millenia Harvest Fest, free, with classic cars, a pumpkin patch, food trucks, local vendors and kids' and pet zones Metro Park, 1964 Optima Street
Tuesday, Oct. 20, 5–7 p.m. "Breathe & Believe, United in Pink," with free yoga classes and activities for breast cancer awareness Food Pavilion, Otay Ranch Town Center
Wednesday, Oct. 28, 5–6 p.m. Mini Pumpkin Painting from the Otay Ranch Library The Hub, 2015 Birch Road, Suite 407
Saturday, Oct. 31, all day Craft-o-ween Halloween crafts Otay Ranch Branch, Suite 1103

Millenia does have one public work space that's already open. Vaya on Axia, the 278-unit apartment complex that held its grand opening on May 6, has a podcast studio and a coworking space that are free for residents. According to the Union-Tribune, the coworking space can also be rented by the public. If you need a place to work before the library's community rooms open, that's the closest option in the district.

Birch Road Keeps Filling In Around the Branch

The branch isn't going anywhere soon, and the center around it keeps adding tenants. Mini Play Town, an indoor playground for kids up to age 10, opened April 24 at 2015 Birch Road, Suite 1211. Creations Boutique opened in May and Swarovski in June. J.Crew Factory is listed as coming soon in Suite 1705 with no date posted. Taste of the Himalayas, planned with Nepali, Indian and Tibetan food and a patio, also has no announced opening. R&B Tea is expected to move to the Dining Pavilion.

Down the road in Eastlake, Hurricane Grill & Wings served its last day on Sunday, October 4, at 2040 Birch Road, Suite M101. Fatburger, which shared the space, is leaving too. Another Broken Egg Café is taking over the space. The breakfast and brunch chain started near New Orleans in 1996, and this will be its first San Diego County location. According to Chula Vista Living, franchise owners Zeeshan Naqvi and Mahrouz Syed plan more locations across the county. The menu includes Shrimp 'N Grits, Chicken & Waffles and a Lobster and Brie Omelet. No opening date has been confirmed.

So the schedule this fall is set by the schools' head start at 1775 Millenia Avenue. The pumpkin painting, Craft-o-ween and story-time trips all happen at Suite 1103 on Birch Road until the City sets an opening date for Levels 1 and 2.
